CHARACTER PITCH: Irritating sassy BBEG who manipulates the protag into expiditing the end of the world (as we know it, he feels fine). Fully believes that the extinction of all life is entirely inevitable thus there is no point to anything at all so he may as well speed things up and get the death rolling on out. Incredibly intelligent but it's squandered on all of this hyperfatalist bullcrap that he's been sold on and it's pretty sad, really. Likes to do big flashy things with his powers to peacock and show off that he's better than you but he definitely doesn't need his powers to beat you (yes he does).
POWERS: fml -- my notes will be in italics
Highly Advanced Chiralium Control: Higgs has the greatest control of Chiralium of any individual within the entirety of the storyline save one other. In canon, there is no apparent limit to his power, and he can subsequently create any object he desires out of Chiralium, as well as amplify his weaponry and attacks. Creating monstrous beasts and a variety of specialized creatures each with their own design and capabilities to attack Sam, he displays total control over any and all forms of BTs, wielding them with absolute ease while maintaining perfect and total control over said BTs.
I personally believe that BTs fall outside of the scope in this game and thus will not exist in any capacity. I would remove all combat abilities from him regarding this to start, and otherwise allow him to create small handheld inanimate non-weapon objects once a week.
Tar Manipulation: Tar is a viscous black liquid that manifests along with aggressive BTs, Higgs has shown the ability to create tar from apparently nowhere and creating tar-like strings.
I find it funny he arrives with Kenoma slime baked in. I'd nerf this at the start by removing his ability to create it from nowhere but otherwise be able to manipulate Kenoma slime to make it strings, or to move its location. He can't waterbend with it but he could move it.
Weather Manipulation: He is shown to create Timefall whenever and wherever he pleases. He also chooses and can freely manipulate what will and what won't be affected, as well as the intensity of the rain and time to take effect. Due to his mastery, he is unaffected by the effects of Timefall and may wear armor solely to stay connected to his BB.
Timefall is a special kind of rain that rapidly ages anything that it touches. I would remove the Timefall and downgrade it to just regular rain, and say he can do this only once a month. To start it could only be a light rain and it would knock him out of the action for a day.
Telekinesis: Higgs is able to levitate displaying an ability for telekinetic flight, as well as telekinetically lift several boulders while standing on one of them, pull Fragile's umbrella out of her hand from a distance, and telekinetically lift move Amelie.
He never flies very fast but just does it to act like a total badass so I don't think he can superman fly with this, but with this I would nerf him as if he were a wee bab learning how to do it and he has to practice. He could do small rocks, move pens, things like that.
Precognition: Wrote about his defeat and loss of power in his journal and a mail he sent to Sam before it happened. While he appeared spiteful and self-deprecating in the journal, he was resigned in the mail indicating he accepted what is going to happen. There is evidence in the game that these visions generally take the form of nightmares.
Limit this to dreams and only if mods want to give him dreams that offer that. If that's not something you guys wanna play with then I just see it as nonexistent.
Teleportation: Higgs has the ability to teleport anywhere he wants as many times he wants to.
Nerfed as you have on the powers page: he can only teleport places he's physically seen. The teleportation itself looks as if he collapses in on himself so if someone manages to grab a piece of him before he fully phases out then I'll honor it cancels out the teleport. I'll say he can take one person with him but let's be real: he'd have to stop being a complete dick to even consider it.
Repatriate: Upon dying he can come back to life unless he dies while in a Beach. This is done by being pushed into the Seam, a sort of pocket between life and death, and finding and re-entering his body.
I mean my and his goal is definitely to not die so I'd really like for this not to matter at all lmfao If you guys are gonna go hard on trying to kill us all I'd give him two revives. He'd be too physically weak to do anything for a week after repatriation.
QUESTIONNAIRE
What is the worst or most malicious thing your character has ever done? How do they feel about it now? Was this sort of action typical of them?
After Higgs came into contact with the extinction entity and became privy to the truth of the death stranding he decided that the extinction entity was taking too long to put things into motion so he gathered up the decentralized terrorist organization Homo Demens and started trafficking arms and bombs, including thermonuclear bombs, around the country. Higgs tricked a woman he had a history with, Fragile, into delivering a thermonuclear bomb to Middle Knot City. She blew the city on accident but survived by retreating to her Beach. He tried this again with South Knot City but Fragile grew privy of his plans and tried to stop the bomb.
Higgs anticipated this and caught Fragile and the bomb. He stripped her down to her skivvies and gave her a choice: teleport away from all of this and blow South Knot City or walk through the timefall to deposit the bomb into a lake of tar and save the city. Higgs summoned the timefall and through some monologue eventually said that he would save her prety face from the timefall because a pretty face shouldn't go to waste. He summoned the timefall and pushed her into it so she could save the day but not before reminding her that everyone would always see her as the insane terrorist that blew up Middle Knot City and that everyone would always hate her for it.
He feels great about it. He loves it and relishes that his very existence antagonizes her. Blowing up cities is a very normal thing for him and he finds it fun. This sort of personal cruelty seems to be the regular for him. He just likes being super antagonistic and we love that for him.
What is the most altruistic or selfless thing your character has ever done? How do they feel about it now? Was this sort of action typical of them?

For a short period in his life before he became a literal terrorist he used his DOOMS and skills as a porter to deliver things to people and help them. Porters are incredibly important in delivering supplies - life saving or otherwise - to people who otherwise do not have access to resources. He used to really enjoy helping people like that and the fact he had DOOMS meant he could sense BTs and know where they were to help other porters navigate safely.
Now he feels it was a waste of time and all for nothing. It was typical for him back then, not now.
What do they desire above all else? How far would they go to accomplish their goals or fulfill those desires? Do they have lines they wouldn't cross?
All he wished to do was to help the extinciton entity complete their job: extinction of all life from earth. He gave his everything, resigned even to die in the process to help it happen. After learning everything he did Higgs turned into a hyperfatalist: he felt that nothing he could do would change the ultimate outcome, so he was willing to do whatever he could to bring the end, even accelerating it along as much as he could. With this in mind I genuinely believe that there are no lines he wouldn't cross. As far as he is concerned everything is already pre-determined anyway.

INTRODUCTORY SECT: Kenoma
SUITABILITY: Kenoma vibes so hard with where he's at already like jfc this man even came equipped with his own black goo. He, unfortunately, is already so far indoctrinated into the whole "destroy everything" vibe that he just needs to be told that's the goal and he's game. After all, it's all going to come crashing down eventually anyway, right? Higgs is someone I've wanted to play since the game came out in 2019 and I just never got around to it at that time. I'd really love if he somehow managed to be redeemed through some miraculous arc (seems unlikely), otherwise I just look forward to him being a hassle for other characters. I don't have any specific plans at this point except possibly taking Meteion to McDonald's and eating her happy meal in front of her. (I'm kidding, Ducky and I are good friends.)
